It has been told by several who, for obvious reasons, cannot be named, that they dislike and do not trust him. This dislike is the more surprising, as he is generous and agreeable in social life generally; but he is considered overbearing and truculent by his subordinates in office. This feeling is apparently shared by many of the merchant seamen with whom he comes into contact, as I have received many complaints of his arrogance, which would naturally not be repeated, but which would become embittered if this appointment were made, and the port would suffer in consequence. I have been informed by some of the leading Chinese that he is disliked and distrusted by them also.
